Guardiola’s Manchester City legacy faces defining test amid 115-charge case

Yet despite the silverware and tactical revolution he brought to English football, questions continue to linger over how history will ultimately judge his reign because of the club’s ongoing financial case with the Premier League.

City continue to deny all allegations levelled against them, but the scale of the investigation means Guardiola’s legacy remains tied, in part, to a verdict that has still not arrived.

An independent commission has yet to announce its findings nearly 18 months after the disciplinary hearing concluded, prolonging uncertainty around one of the biggest legal battles in English football history.

Nature of the Charges

The Premier League charges against City largely concern alleged financial breaches committed between 2009 and 2018, a period that partially overlaps with Guardiola’s tenure after he arrived in Manchester in 2016.

Although there has never been any suggestion Guardiola was directly involved in, or aware of, any alleged wrongdoing, the timing means his spell in charge cannot be completely separated from the controversy.

The accusations include claims that City failed to provide accurate financial information, including details linked to managerial and player payments between the 2009-10 and 2017-18 seasons.

The club also faces allegations of breaching UEFA’s Financial Fair Play regulations between 2013 and 2018, as well as violating the Premier League’s profitability and sustainability rules from 2015 to 2018.

In addition, City have been accused of failing to fully cooperate with the Premier League investigation over a four-year period stretching from December 2018 to February 2023.

The allegations stem largely from leaked internal emails published by German outlet Der Spiegel in 2018.

Those reports claimed City artificially inflated sponsorship income linked to state-backed companies including Etihad Airways and Etisalat, allegedly disguising direct investment from owner Sheikh Mansour’s Abu Dhabi United Group as commercial revenue.

The documents also prompted allegations surrounding undisclosed payments connected to former manager Roberto Mancini and claims that some player remuneration was hidden outside official club accounts.

Both City and the companies involved have consistently denied wrongdoing, insisting the leaked materials were unlawfully obtained and part of an attempt to damage the club’s reputation.

Questions Over Guardiola’s Legacy

Should City ultimately be cleared of the most serious allegations, Guardiola’s standing among football’s greatest managers would likely remain intact.

However, if the club is found guilty, critics may argue that financial breaches helped create the platform on which City built one of the most dominant squads English football has seen.

That debate has already surfaced publicly in recent years.

In 2024, former Chelsea manager Jose Mourinho remarked that he won his Premier League titles “fairly and cleanly” after Guardiola gestured to the six league trophies he had collected in England.

Mourinho also joked that he could yet receive another winners’ medal if City were stripped of titles, referencing Manchester United’s second-place finish behind Guardiola’s side in the 2017-18 campaign.

Rival supporters have similarly pointed to City’s narrow title wins over Liverpool and Arsenal in recent seasons as evidence that even marginal financial advantages could have influenced outcomes.

Still, others insist Guardiola’s influence stretches far beyond transfer spending or ownership wealth.

Reputation expert Tim Jotischky believes Guardiola’s impact on football tactics and coaching philosophy would survive regardless of the case outcome.

According to Jotischky, Guardiola’s ability to reshape modern football and inspire tactical evolution throughout the game ensures his reputation extends beyond trophies alone.

Financial Power Debate Continues

Beyond the legal allegations, City’s success has also long been scrutinised because of the financial backing provided by Abu Dhabi ownership.

Critics have repeatedly questioned whether Guardiola’s achievements were aided by advantages unavailable to most rival clubs.

In 2017, La Liga president Javier Tebas accused City of “financial doping”, comments the club dismissed as inaccurate and misleading.

Former Liverpool manager Jurgen Klopp also famously claimed City operated in “fantasy land” financially because of their spending power.

Guardiola consistently rejected suggestions that City simply bought success, insisting the club’s recruitment strategy was often exaggerated by outsiders.

Supporters of the Spaniard also argue that football ownership has changed dramatically in the modern era, with sovereign wealth and private investment transforming competition at elite level across Europe.

Guardiola’s Public Defence of City

Throughout the investigation, Guardiola has repeatedly defended the club’s hierarchy and maintained faith in City’s leadership.

Back in 2019, he reacted angrily after being asked whether he had personally benefited from undisclosed payments connected to allegations involving Mancini.

The City manager described the suggestion as insulting following the club’s domestic Treble triumph that year.

When UEFA handed City a two-year ban from European competition in 2020 for alleged Financial Fair Play breaches, Guardiola publicly stood by the club before the punishment was later overturned by the Court of Arbitration for Sport.

Two years later, he declared he would leave City immediately if he discovered the club’s executives had lied to him about the allegations.

Following the Premier League charges in 2023, Guardiola accused rival clubs and critics of presuming City’s guilt before the case had concluded.

He also urged authorities to accelerate the process, saying he wanted a verdict delivered as quickly as possible.

Despite the uncertainty, Guardiola has repeatedly stressed his belief that City’s achievements were earned “on the pitch”.

In 2024, after signing a contract extension, he even claimed he would remain with the club if they were relegated as punishment.

Guardiola’s most recent comments on the case came in early 2025, when he predicted the outcome would arrive within weeks.

That forecast proved inaccurate, with the process continuing more than three years after the original charges were announced.

Yet until the final ruling arrives, uncertainty will continue to hover over one of football’s most successful managerial eras.
